today I was at the bus stop and a man was hiding in the bushes...

across the road and he thought I didn't see him. I don't know if I should report it to police because he was not walking with any purpose and it was near an assault a few weeks ago. He could attack anyone and he was covered with a hoody over his had and it just didn't seem right to me.
