my argument to any govt saying that "offense is taken not given" is that the act of being offended covers a broad spectrum of notions with it, to be hurt or harmed with intention or not by actions or words of others is not entitled or privelege, the concept of the word "offensive" can be verb or noun like in war. if intention or not is adjusted the point is there are some things all humans are offended by- like unneeded swearing or insults, guns etc. if it doesn't hit home then it doesn't or is ignored by virtue of blindsight to it at the time, but like any gift that is taken there is a giver and the taker can reject that offer of a something being given to them. the transaction still has agency and content and intent is associated, sure you can say what you like with freedom of speach to some degree but then there is a shady area in the parameters of freedom. it does not mean you can just say absolutely anything at anytime, you should choose your words carefully as much as you should choose your wars and fights carefully. have had offended people and I have ment to sometimes when they offended me first.
